Design Competition in Finland

Sitra, the Finnish Innovation Fund, has launched - with the city of Helsinki - a sustainable development design competition:

The goal is to attract and identify the best teams to design a large building complex on a reclaimed harbour at the western edge of Helsinki’s central business district. We are interested in three broad categories of outcomes for the competition.
* design a strategy or model of the dynamics that support the architecture
* design an indicator of sustainability by which the competition proposal and future projects can be measured
* design a vision for the project that will ease the heavy lifting of systemic change

The interesting point is (in the title), that the ultimate goal is to move from a low carbon building complex and urban district to a no carbon complex as the energy context improves. What I miss is a more open approach regarding the entitled applicants, as they have to (a) be composed of explicit expert domains (why not systems thinking?) and (b) demonstrate the typical set of historic achievements.
