PAXIS manual
The PAXIS manual for innovation policy makers and practitioners: Analysis and transfer of innovation tools, methodologies and policy has been released recently and aims at serving mostly policy makers to serve as good practice for supporting innovative start-ups.
Quite some reading (400 pages), so I cannot comment on the manual itself.
